摘要
改革开放40年来,我国高校人事改革政策变迁历经恢复与探索、稳步推进、重点突破、深化改革四个阶段,呈现出始终坚持党的领导、聚焦激发高校活力、政策工具向混合型渐变、与事业单位改革相互促进、人事自主权不断下放却受制于配套制度不足等主要特点。未来应在党的领导下,不断优化改革方式,合理设计配套制度,综合发挥强制性、混合型、自愿性政策工具作用,进一步释放地方政府和高校改革能力,努力构建以人力资源优化配置为导向的编制管理和聘用制双轨制,建立中国特色高校人事管理制度。
In the past 40 years of reform and opening-up,China's university personnel reform policy has undergone four stages of restoration and exploration,steady enhancement,key breakthroughs,and deepening reform.These four stages present five main characteristics:adhering to the leadership of the party,focusing on stimulating university vitality,policy tools evolving into a hybrid,develop with public institution reform,the decentralization of personnel autonomy being subject to insufficient supporting systems.In the future,under the leadership of the party,we should continually optimize the reform methods,rationally design supporting systems,comprehensively play the role of mandatory,mixed and voluntary policy tools,further release the local government and university reform capabilities,and strive to build a human resources optimization configuration.We should continue to establish a dual-track system for management and employment,and establish a personnel management system for universities with Chinese characteristics.
