政府购买公共服务困境及策略研究——以W区为例

Research on the Dilemma and Strategies of Government Purchasing Public Service——A Case Study of W District

随着我国经济的快速发展、人民生活水平的提高,以及国民对公共服务需求的多元化趋势,人们对政府购买公共服务提出了更高要求,因此地方政府公共服务供给职能急需进一步完善、优化。应当遵循协作治理的分析框架,积极寻求公众、非政府组织的治理合作,构建协作治理新范式,即建立健全相关主体利益协调机制,建立政府公共服务供给协调合作机制,打造公共服务供给多中心治理格局,推动购买公共服务运作机制透明化。

With the rapid development of China's economy and the improvement of people's living standards,and the demand for diversified public services,people place higher demand for government to purchase public services.Therefore,the local government's public service supply function needs to be further improved and optimized.They should follow the analytical framework of collaborative governance,actively seek the governance cooperation of the public and non-governmental organizations,and build a new paradigm of collaborative governance,that is,establish and improve the coordination mechanism of relevant subject interests,establish a coordination mechanism for government public service supply,create a multi-central governance structure for public service provision,and promote the transparency of the mechanism for purchasing public services.
