Trace Management: a Breakthrough Improving Administrative Capabilities of Higher Education Institutes

当前我国高校普遍进入了治理瓶颈期,权力制约松、内部资源散、执行监督软的情况较为突出。作为一种新的管理理念和管理手段,痕迹管理的应用有利于提升高校治理能力,成为走出治理困境的重要突破口。高校应重点构建"三重一大"决策痕迹管理系统、教学科研痕迹管理系统和执行监督痕迹管理系统,努力实现高等教育内涵式发展。

Universities in China having currently entered a bottleneck of management,issues of loose restriction of power,dispersed resources inside and elastic executive supervision are prominent.The application of trace management as a new notion and means of management benefits the administration capabilities of such institutes,thus of vital importance in the breaking through of the bottleneck in the predicament of management.The trace management systems of“three important elements and one largeness”for decision making,for teaching and research and for execution supervision are to be constructed with focused attention by such institutes so that the connotative development can be realized for higher education.
