摘要
高校后勤的廉政风险点主要存在于大宗物资采购、工程项目管理、后勤服务合作企业选择、门面房招租等经济活动领域和后勤干部选拔任用、财务管理、资产管理等专项管理过程中。腐败形式主要有权力寻租、打"擦边球"、集体"公贿"等。体制机制改革的不彻底、制度设计缺乏科学性、执行不力、监督软弱、惩处不到位等因素是高校后勤领域制度反腐建设的主要制约瓶颈。必须进一步深化体制机制改革,通过强化制度设计,建立健全科学完备的制度体系;加强执行力度,完善责任追究机制;多管齐下,强化权力监督机制建设等措施构建高校后勤制度反腐的长效机制,保障后勤系统的规范、健康、廉洁运行。
Integrity risk points in the logistics department of higher education institutes are mainly found in large-scale procurement of materials,management of construction projects,the choice of cooperation enterprises in the department,renting of commercial houses and similar economic activities and in the choice and assignment of cadres,financial management,asset management and other processes of special management.Corruption comes in forms of renting of power,haggling over regulations,and collective bribery,etc.The bottleneck restricting the construction of anti-corruption in this area is formed with the incomplete reform of the system and mechanism,the lack of scientific quality in the design of the system,feeble execution,fragile supervision,absence of punishment,etc.Reforms with the system and mechanism must be further deepened,a scientific and holistic system of regulations to be established by means of a strengthened system of regulations;Execution is to be further enforced with a consummate accountability mechanism;Multiple measures are to be taken to strengthen the construction of power-supervision mechanism.A long-term mechanism for anti-corruption in the area is to be constructed in the application of such measures to guarantee the regulated,sound and honest operation of the logistics department.
