自党和国家大力推进社会智库建设以来,我国很多地方的社会智库已进入职能专业化建设新阶段,尤其上海还对社会智库提出一套较有影响力的研判标准。目前,随着改革落实由点到面、从浅入深,民营企业创办社会组织趋势加强,官办社会组织转型建设需求加重。鉴于当前社会智库主要为官办社会组织这一事实,通过案例分析可知,以细分管理权,进而向市场转让执行权,成为其在新时代转型发展的有效路径。

Since the central government has vigorously promoted the construction of social think tanks,social think tanks in many parts of China have entered a new era of professional construction,especially Shanghai has put forward a set of more influential criteria for judging social think tanks.At present,with the deepening of the reform of the Party and state institutions in the new era,the trend of establishing social organizations in private enterprises has been strengthened,and the demand for transformation and construction of government-run social organizations has increased.In view of the fact that the current social think tanks are mainly government-run social organizations,it is an effective way to transform and develop in the new era by subdividing the management power and transferring the executive power to the market.
