论技术进步的伦理问题

On the Ethical Issues of Technological Progress

每一项技术创新,每一个技术进步,都不同程度地促进了生产力的发展和人类文明的进步。然而,技术进步成果经常不能被全体社会成员所共享。技术本身没有价值取向,是中性的,但是,由于掌握技术的主体利益不同,技术发明和技术推广所产生的社会影响往往存在很大差别。当前,因"数字鸿沟"而产生的消极后果不可忽视,我们应当关注信息时代的弱势群体,让他们共享社会发展成果,实现社会的公平与正义。在这方面,图书馆作为社会公共文化服务机构,可以发挥积极作用。

Every technological improvement,every technological advancement,promotes the development of productivity and the progress of human civilization to varying degrees.However,the results of technological progress cannot often share by all members of society.The technology itself is neutral and no value orientation,but because of the different interests of the masters of technology,the social impacts of technological inventions and technology extensions often vary widely.At present,the negative consequences of the"digital divide"cannot be ignored.We should pay attention to the vulnerable groups in the information age,let them share the fruits of social development,and then achieve social fairness and justice.Library,as a public cultural institution,has been brought into full play.
