"务农重本,国之大纲。"实施乡村振兴战略是党的十九大作出的重大决策部署,是决胜全面建成小康社会、建设社会主义现代化国家的紧迫任务,是党和国家开展"农村、农民、农业"工作的纲。如何进行乡村振兴,乡村振兴依靠什么,这是问题是乡村振兴战略必须首先要考虑的问题。乡村振兴主要依靠人、产业和环境,而这三者能否发挥应有的作用,基础是法治,保障也是法治。乡村振兴离不开法治。四者存在相辅相成共同促进的关系,是有机联系的整体,能促进社会链条的良性循环。

"Agriculture is the core of our country".As a major decision made by the 19th National Congress of the CPC,implementing the rural revitalization strategy is an urgent task for the nation to build a well-off society and a socialist modern country.And it is the outline of the work of rural,peasant and agriculture.How to carry out rural revitalization and what rural revitalization depends on?This is the problem that must be considered first in the rural revitalization strategy.Rural revitalization mainly depends on people,industry and environment.Rule of law is the foundation and guarantee whether these three can play their due role.Therefore,rural revitalization is inseparable from the rule of law.The four are organically integrated and can promote a virtuous circle of social chains.
