摘要
简述了加强村级后备干部建设的必要性;介绍了一些农村地区对农村后备干部队伍建设做的有益探索:选拔程序趋于规范化、培养措施逐步落实、岗位待遇得到保障;阐述了村级后备干部队伍建设中存在的来源不足、培养选拔方式单一、能力弱化等问题;指出了村级后备干部队伍建设的优化策略:必须优化后备干部队伍选拔和培养机制、健全激励机制、提高后备干部治理能力。
This paper briefly describes the necessity of strengthening the construction of village reserve cadres;and introduces some beneficial explorations on the construction of rural reserve cadres in some rural areas: the selection procedure tends to standardize, the training measures are gradually implemented, and the post treatment is guaranteed;expounds the problems existing in the construction of village reserve cadre team, such as insufficient source, single training and selection mode and weakening ability, and points out the optimization strategy of village reserve cadre team construction: it is necessary to optimize the selection and training mechanism of reserve cadres, improve the incentive mechanism and enhance the management ability of reserve cadres.
