尺度重构视角下地方政府空间治理策略研究——基于鄂州市功能新区建设的考察

A Study on Space Governance Strategy of Local Governments from the Perspective of Scale Rescaling:An Investigation of the Construction of New Functional Areas in the city of Ezhou

在全球化、市场化、城镇化的合力影响下,城市和区域成为重要的空间治理场域。以尺度重构为视角,以鄂州市为例,基于功能新区构建、推进、发展的逻辑演变,探讨地方政府空间治理的多维尺度重构和实现路径。在资本和权力逻辑引导下,地方政府建设功能新区的治理行为实现了地域空间、产业体系、行政关系等多维尺度重构。功能新区建设作为空间治理的重要策略,是地方政府通过强大的组织动员与整合能力调整空间格局来实现的。地方政府运用非正式的领导小组机制、现场办公制度、领导挂点工作、干部挂职交流等技术治理方式,一定程度上弥补了科层缺陷,推动了地方政府空间治理的实现。

With the combined influence of globalization, marketization, and urbanization, cities and regions become important fields of space governance. From the perspective of scale rescaling, this article takes the city of Ezhou as an example to discuss the multi-dimensional scale rescaling and implementation path of space governance by local government on the basis of the logical evolution of the construction, promotion, and development of new functional areas. Guided by the logic of capital and power, The governance behavior of local government in constructing functional new areas has achieved the multi-dimensional scale rescaling of regional space, industrial system, and administrative relation. As an important strategy of space governance, new functional areas are realized through adjusting spatial patterns by local government’s strong capacity of organizational mobilization and integration. Using several technical governance patterns such as the informal leadership group mechanism, the system of working on the spot, working with a close connection with the leadership, and the exchange of cadres on temporary posts, to some extent, local government makes up for the defects of hierarchy and promotes the realization of local government’s space governance.
