我国一流大学内部治理结构特征比较研究

Comparative Study on the Characteristics of Internal Governance Structure of First-class Universities

大学内部治理结构对一流大学的建设目标具有决定性作用,以往的研究多根据思辨和经验进行论述。通过对41所列入一流大学建设高校的建设方案进行分析,根据各关键词出现的频次,发现章程具有统领性地位,政治权力、行政权力、学术权力和民主权力四种权力之间正在形成新平衡,行政权力和学术权力的重心都在分权和下移。本研究认为,在建设方案中关于内部治理结构的设计基本符合我国大学组织建设的规律。

The internal governance structure of universities plays a decisive role in the construction of first-class universities. Past studies are mostly based on speculation and experience. This study analyzes “the Planning Scheme of First-class University” by 41 universities, according to the frequency of occurrences of keywords. It is found that university status stands the ruling position, and four powers are political power, administrative power, academic power, and democratic power. These powers eventually form a new balance, administrative power and academic power are both decentralized and moved downward. The study considers that the design of the internal governance structure in construction plans is basically in line with the law of university organization and construction in China.
