A Preliminary Study on the Reasons for Restricting the Professional Construction of Prison Police

监狱人民警察专业化建设是监狱人民警察队伍良性发展与执法能力提升的关键因素,也是政法机关社会治理能力的重要保障。本文尝试从宏观和微观两个层面审视、剖析制约监狱人民警察专业化建设的主要原因。这有助于厘清监狱内部的职责划分、权力配置及增进工作效能,激发监狱人民警察工作的积极性和主动性,进而解决警力不足及人力资源效率低下的多年痼疾。

The professional construction of prison police is a key factor for the healthy development of prison police and the improvement of law enforcement ability,as well as an important guarantee for the social governance ability of judicial agencies.The paper aims to examine and analyze the main reasons that restrict the professional construction of prison police from both macro and micro levels.This will help to clarify the division of responsibilities,power allocation and efficiency improvement of prison work,stimulate the enthusiasm and initiative of prison policemen,and then solve the deep-rooted chronic illness of insufficient police and inefficient human resources.
