创新生态系统视域中的科技前沿发展研究——以人类表型组研究为例

On the Development of Science and Technology Frontier from the Perspective of Innovative Ecosystem——Taking the Human Phenome Research as an Example

[目的/意义]在提倡科技创新的数字化时代,科技发展的交叉融合特征日趋明显,在此背景下出现的科技前沿,如何对其进行有效分析不仅是情报研究工作的重点内容,也是支撑决策工作的重要组成部分。进一步地,科学准确地研判科技前沿态势是如何准确把握科技创新大方向和产业变革大趋势的重要手段和内容之一。[方法/过程]依据创新生态系统的相关理论,基于"政产学研用"不同主体视角,初步形成"政策研究-学研研究-产业研究-需求研究"的科技前沿发展分析框架,侧重研究创新链上每个创新主体对特定科技前沿的认知与研究状态,进而归纳形成对该科技前沿发展的分析判断。最后,通过实证检测分析框架的实用性。[结果/结论]以"政策研究-学研研究-产业研究-需求研究"为主线的科技前沿发展分析框架可以有效分析"人类表型组"研究,形成情报学视角下对"人类表型组"研究的认知。

[Purpose/Significance] In the digital era of science and technology innovation, the integration of science and technology is becoming more and more obvious. Of the many science and technology (S&T) frontiers,"how to analyze the development of S&T frontier effectively?" is not only the key point of the information research, but also the important part of the strategic decision. Furthermore, studying S&T frontiers scientifically and accurately is one of the important means and content of "how to precisely cognize the general direction of science and technology innovation and the trend of industrial change".[Method/Process] According to the theory of innovation ecosystem, this paper proposed an analytical framework of "policy study - S&T study - industrial study-user requirement study" which takes into consideration the perspectives of government, university & scientific research institution, enterprise and user. The framework was tested by an empirical case.[Result/Conclusion] The analytical framework proposed can effectively investigate the specific case of "human phenome" and form the cognition of it from the perspective of information science.
