摘要
[目的/意义]政府开放数据是国家发展战略之一,其社会与经济价值产生的前提在于数据的使用,因此,对政府开放数据使用的影响因素进行探究具有重要的现实意义。[方法/过程]基于政府开放数据相关成果、IS成功模型、社会影响理论,从数据属性的角度,建立政府开放数据使用的影响因素模型。基于919条网络数据,利用回归模型与模糊集定性比较分析法,进行政府数据使用的影响因素及组态分析。[结果/结论]回归结果表明政府数据的及时性、评论等级对数据使用具有显著的正向影响,摘要长度对数据使用具有显著的倒"U"型关系;定性比较分析结果发现2种导致数据使用影响因素的组态。研究结果丰富了政府开放数据使用的相关研究,为政府开放数据政策制定者与平台运营者提供了促进政府开放数据使用的建议。
[Purpose/Significance] Open government data is one of the national development strategies, and the precondition of its social and economic value generation is data usage. Therefore, it is of great practical significance to explore the determinants of open government data usage.[Method/Process] Under the guidance of open government data related research, IS success model, and social influence theory, the determinants of open government data usage model is developed from the perspective of data attribute. Based on 919 data from Web crawler, the linear regression model and fuzzy-set qualitative comparative analysis are used to analyze the determinants of open government data usage, as well as their configurations.[Result/Conclusion] The results of regression show that either timeliness or comment of government data has a significant positive impact on data usage, and the length of abstract has a significant inverted U-shaped relationship on data usage. The results of the qualitative comparative analysis show that there are two different configurations of determinants that lead to open data usage. This study enriches relevant researches on open government data usage, and provides specific suggestions on how to promote open government data usage for policy makers and platform operators.
