新型城市警务智库在警务现代化建设中,具有与城市警务所处的城市化进程现实性、城市发展规律性、警务实践紧迫性和警务智库结构层次性相关的重要地位;具有助力城市警务系统把控与科学布局,协调处理警务发展当前与长远矛盾,提升城市警方组织推进工作层次与水平等重要作用。城市警务智库研究初见成效,日益显现出广阔的发展前景,但城市警务智库建设还存在发展不充分不平衡问题。要从高质量警务治理和平安建设的高度强化城市警务智库建设,善于发挥智库在组织推进城市警务工作与警务事业发展中的特殊重要的作用;按照新型智库的标准建设好城市警务智库,从组织领导、机构编制、人员培训、研究任务和经费保障等诸多方面推进智库建设,建成真正从事警务城市战略发展理念、思路和策略研究的"智囊"团队;规范城市警务智库研究与成果运用,建立健全课题牵引机制、研究管理机制、成果转化和激励机制、交流合作机制以及经费保障机制。
