有序治理:“多元性”与“公共性”的互动逻辑——绿色高质量发展视阈下都江堰-四姑娘山区域基层治理路径探析

Ordered Governance:the Interactive Logic of Pluralism and Publicity——Grassroots Governance Path Analysis of Dujiangyan-Siguniang Mountains Area under the Perspective of Green and High-quality Development

本文以绿色高质量发展为视阈,以调查数据为实证资料,讨论了以“都江堰一四姑娘山”生态区为代表的民族走廊区域,达致有序治理状态需从实践层面回答的一组核心概念,即多元性与公共性的互动逻辑。研究表明,在民族走廊地区,尽管公共性与多元性共同构成基层治理的核心问题,但发展路径当以公共性为前提,以基层治理公共性来关照基层治理多元性,让公共性与多元性得到共同发展,从而促进高有序治理达成。

Taking green and high-quality development as the perspective and survey data as the empirical data,this paper discusses the ethnic corridor area represented by the"Dujiangyan-Siguniang Mountains"ecological zone,and in order to achieve a highly ordered governance state,there is a set of core concepts that need to be answered from the practical level,namely the interactive logic of pluralism and publicity.The research shows that,in the ethnic corridor area,although the publici-ty and pluralism jointly constitute the core issue of grassroots governance,the development path should take the development of publicity as the premise,take the publicity of grassroots governance to care for the pluralism of grassroots governance,so that the publicity and pluralism can be developed together,thus promoting the achievement of highly ordered governance.
