摘要
国家《乡村振兴战略规划(2018-2022年)》明确要求统筹乡村产业振兴、人才振兴、文化振兴、生态振兴、组织振兴,推进农业农村现代化。在此背景下,本文以梓潰县为研究对象,探究农村人力资源现状及存在的问题,发现梓潼县农村人口老龄化现象严重,劳动力外出就业趋势明显,空心化现象严重,农村青壮年劳动力对家乡的认同感及归属感也越来越低,爱农村、懂农业的职业农民越来越少。为此,本文提出加快户籍、土地及公共服务等制度改革,挖掘和培育乡村人才,以及吸收引进“新乡贤”等,以期为不同区域实施乡村振兴战略提供一定借鉴。
The National Rural Revitalization Strategic Plan(2018-2022)clearly calls for overall planning of rural industrial revitalization,talent revitalization,cultural revitalization,ecological revitalization and organizational revitalization,and promoting modernization of agriculture and rural areas.In this context,this paper takes Zitong County as a sample to explore the current situation and existing problems of rural human resources.It is found that the population aging phenomenon is serious in rural areas,and the trend of rural labor migration out of employment is obvious,and the hollowing out phenomenon is serious.Young and middle-aged la-borers have a lower sense of identity and belonging to their hometown,and the number of professional farmers who love rural areas and understand agriculture is fewer and fewer.Thus,this paper proposes to accelerate institutional mechanism reform of household registration,land and public service,tap and cultivate rural talents and absorb and introduce"new rural talents",so as to provide some reference for local implementation of rural revitalization strategy.
