摘要
设立自由贸易试验区,推进自贸区体制创新是我国供给侧改革领域的标志性事件。自贸区是“改革高地”而非“政策洼地”,建立可持续的长效反垄断机制,深入推进自贸区反垄断工作,创建多方会商、信息沟通和案件线索移交等保障机制,建立“四位一体”的综合反垄断执法体系,创新自贸区反垄断法制保障模式,探索反垄断职能转变路径,对于避免多重执法与执法冲突、提高执法水平、实现与国际通行规则有效衔接及维护自贸区良好市场秩序意义重大。
The establishment of free trade trial zone and improving FTA system innovation are the landmark for supply-side reform of China. FTA is the “reform highland” but not the “policy marsh land”, the establishment of sustainable long-term anti-trust mechanism, further promoting anti-trust work in FTA, building multiple parties communication, information share and case clue transfer and other guarantee mechanism, building the four-in-one comprehensive anti-trust law enforcement system, innovating FTA anti-trust legislative guarantee mode, exploring anti-trust function transfer path are in great significance in avoiding overlapped law enforcement and law enforcement conflict, improving law enforcement level, realizing effective connection with international rule and maintaining fine market order in FTA.
