精准脱贫战略下图书馆文化扶贫模式研究

Research on the Mode of Library Culture Poverty Alleviation under the Strategy of Getting Rid of poverty accurately

基于国家精准扶贫的大战略背景,文章在对山西省石楼县、苛岚县、右玉县、左权县、吉县等地贫困现状深入调研的基础上,以右玉县元堡子镇为例,系统探讨了图书馆的精准文化扶贫模式。此扶贫模式本着"精准"原则,研究了"扶持谁""谁来扶""怎么扶""如何退"四个扶贫核心问题,为脱贫攻坚、精准摆脱文化贫困提供理论参考,促进广大农村形成"全民阅读"氛围,为建设"精神小康"社会发挥重要且积极的作用。

Based on the strategic background of the state’s precise poverty alleviation, and on the basis of in-depth investigation of the poverty situation in Shilou County, Kelan County, Youyu County, Zuoquan County and Jixian County, Shanxi Province, this paper takes Yuanbaozi Town, Youyu County as an example, systematically discusses the precise cultural poverty alleviation model of large-scale libraries, which is based on the principle of “precision”. Four core issues of poverty alleviation, namely “who to support”,“who to help”,“how to help” and “how to retreat”, are put forward to provide theoretical references for poverty alleviation and accurately shaking off cultural poverty, promote the formation of a “reading atmosphere for all” in rural areas, and play an important and positive role in building a “spiritually well-off” society.
