农户休耕意愿影响因素研究——基于盐山县234户休耕农户的调查

The Influencing Factors of Farmers’ Willingness to Plough: A Survey of 234 Households in Yanshan County

针对黑龙港地区长期超负荷耕作造成的生态环境恶化、粮食供求不平衡的现状,基于在该区域休耕试点县盐山234户休耕农户的调查数据,构建二元logistic回归模型。从农户个人基本情况、家庭基本情况、自然资源禀赋、农户对休耕认识程度、补偿金额5方面实证分析了农户休耕意愿及其影响因素;并运用CVM条件价值法,分析农户受偿意愿。结果表明,农户休耕意愿与年龄、生产规模、土地耕种方式、补偿金额满意度成反比;与文化程度、冬小麦用水来源、对政策的关心程度等呈正比,补偿金额是影响农户休耕意愿最主要的因素;杨集乡、孟店乡、韩集镇、千童镇4个乡镇农民可接受的平均经济补偿标准分别为每年每667平方米420元、516元、530元、650元。该研究对休耕制度的实施具有一定的实践指导意义。

In this paper,based on the survey data of 234 fallow farmers in Yanshan County,where fallow tillage test site is located,according to the current situation of ecological environment deterioration,grain supply and demand imbalance caused by the long-term overloading of the Black Dragon Port Area,a dual logistic regression model was constructed to analyzes the farmers'willingness and its influencing factors from the aspects of individual situation,family situation,natural resource endowment,farmer's knowledge of fallow and compensation amount.Using the CVM condition value method,we analyze the willingness of the farmers to get compensation.The results show that the willingness of the farmers to fallow was inversely proportional to the age,the scale of production,the method of land cultivation and the satisfaction of compensation.The main factors that affect the willingness of farmers to lay off their crops include the degree of culture,the source of water for winter wheat,the degree of understanding of the farmers and the degree of concern to the policy,etc.The average economic compensation standard acceptable to farmers in Yangji township,Mengdian township,Hanji town and Qiantong town is 420 yuan,516 yuan,530 yuan and 650 yuan per year respectively.The research has certain practical guidance value to the practice of fallow system.
