摘要 建立符合行业特点的公立医院人事制度是我国公立医院改革的重要政策目标,其关键在于充分认识和把握公立医院的行业特点和管理规律,从多维度分析公立医院的行业特征及其对人事管理的影响。本文从公立医院改革的总体目标、行业特点、管理现状和利益相关方的诉求等方面,分析了建立符合行业特点的公立医院人事制度模式的选择依据;基于实证分析,将我国公立医院人事制度改革的参考模式归纳为企业化模式、公益化模式和折衷模式三种,并对其利弊进行了比较分析。本文认为,公立医院人事薪酬制度改革应以建立体现公共性、公益性的人事制度为根本目标,在清理、调整、规范的基础上,分类推进,分级实施,将近期目标与长远目标相结合,逐步实现公立医院人事管理的公益化、法制化。 It is an important goal for public hospital reform in China to establish the personnel salary system in line with characteristics of public hospitals.The key lies in fully understanding the characteristics and management rules of public hospitals,and analyzing the characteristics of public hospitals and their impact on personnel management from multiple dimensions.From aspects of general goals,characteristics,current management and stakeholders’interests,this paper analyzes reasons to establish a personnel system in line with characteristics of public hospitals.Based on empirical analysis,this paper categorizes alternative models of personnel system reform in public hospitals into 3 types:enterprise model,public-interest-oriented model and compromise model.This paper also conducts comparative analysis on their advantages and disadvantages.This paper holds that the reform of personnel salary system in public hospitals should take the establishment of a personnel system with public and public-interest-oriented nature as the basic goal.The reform needs to be promoted by classification and implemented by levels on the basis of clarification,adjustment and standardization.The short-term and long-term goals should be taken in to consideration at the same time,so as to gradually realize the public-interest-oriented and legalized nature of personnel management in public hospitals.
