摘要
我国传统用人思想涉及对人才的识别、选拔、任用、考核和赏罚等方面。传统用人思想随着社会历史发展而不断丰富和完善,形成了"任人唯亲""任人唯贤""任人唯德""任人唯才"和"德才兼备"等主要用人思想,最后汇聚成多元并存的用人思想体系。"亲"与"贤"的选择是传统用人思想的主要矛盾,"士"是传统用人思想的主要作用场域,"国家需求"是传统用人思想的核心。批判继承传统用人思想,对丰富新时代人才思想、完善人才体系、更好地使用和管理人才具有重要价值。
Traditional idea of talent-use involves the identification,selection,appointment,assessment,rewards and punishments of talents.With the development of the society and the history,the traditional idea of talent-use has been enriched and perfected.It has developed main principles,including"appoint people on the basis of favoritism","appoint people on the basis of their merits","appoint people on the basis of their morality","appoint people on the basis of their talent"and"appoint people on the basis of their morality and talent",etc.Eventually,a multiple idea system of talent-use was formed.The choice between"Qin"(favoritism)and"Xian"(merits)remains the main contradiction of the idea,"Shi"(scholar-bureaucrats)is the main group of people at which the idea is targeted,and meeting the"needs of the state"is the core of the idea.Inheriting the traditional idea of talent-use in a critical way is of great value to enriching the new idea of talentuse in the new era,perfecting the talent system,and using and managing talents better.
