摘要
公务员能力建设是提高政府效能、满足社会经济发展需要的重要途径。调查发现,在公务员能力建设现存主要问题中,"能力素质参差不齐"是基本现实,"教育培训机会不均"是外在条件,"能力提升动力不足"是内在根本。通过创新考核机制、按需开展培训和加强锻炼交流,可有效加强公务能力建设。
The building of civil servants’ability is a fundamental requirement to improve the efficiency of government and meet the needs of social and economic development.The investigation shows that in the existing main problems of civil servants’capacity building,"uneven ability quality"is the basic reality,"uneven education and training opportunity"is the external condition,and"lack of motivation for ability upgrading"is the internal fundamental.Through innovating the examination mechanism,carrying out training as needed and strengthening and exercising the exchanges,we can effectively strengthen the building of civil service capacity.
