摘要
自科学管理理论产生以来,人力资源、人力资本、战略性人力资源管理等理论的发展和演进,特别是科学管理理论强调的工具优先、以效率为中心的管理理念,对我国公共部门人力资源管理的理论发展和方法运用产生了重要影响。但是,由于公共部门具有公共性、非营利性等特点,源于企业人力资源管理的理论与思想,特别是工具理性、效率至上的思想,并不完全适合公共部门人力资源发展的要求。本文提出从立法和制度建设上加强价值理性的约束、提高管理工具的科学性和适用性、建立以价值取向为基础的绩效管理架构,并充分发挥工具管理的实效,以实现公共部门人力资源管理中价值理性与工具理性的协同。
The development and evolution of human resources,human capital,and strategic human resource management,especially the efficiency-centered management concept with tool priority being emphasized in the scientific management theory,have been having an important impact on the theoretical development and application of methods of the management of human resources in the public sector in China.However,because the public sector has the characteristics of publicity and non-profit,especially thoughts of tool rationality and efficiency first,are not completely suitable for the development of human resources in the public sector.This article proposes to strengthen the restriction of value rationality in the legislation and institutional construction,improve the scientificity and applicability of management tools,establish a performance management framework based on value orientation,and give full play to the effectiveness of tool management,in order to achieve the synergy between value rationality and tool rationality in the public sector.
