摘要
本文对公务员绩效考核的重点和难点问题进行了研究界定,从文化、制度和方法层面指出公务员"考核难"的主要原因,提出推进公务员考核应在明确绩效考核目标定位基础上,坚持全面绩效管理导向,引导被考核者积极参与,优化绩效考核方法体系,强化绩效考核结果应用以及理顺绩效考核管理关系。
This article researches and defines the key and difficult issues in performance appraisal to government employees,and indicates the main reasons for the issues of"Difficulty in Appraisal"to government employees from the cultural,institutional and methodological levels.Besides,this article presents the opinions that,to promote the appraisal to government employees,we should clearly define the objectives of performance appraisal,adhere to an overall performance management orientation,guide the appraisees to actively participate in,optimize the system of performance appraisal methods,strengthen the application of performance appraisal results,and rationalize the performance assessment management relationship.
