摘要
国际化职业社交平台直接推动了国际人才数据的跨境流动与跨国交易,国际人才大数据应运而生并深刻改变了国际人才的流动方式与集聚指向,改变了人才集聚与产业集聚的耦合模式及耦合机理,进而改变了国际人才市场的运行规则与交易方式。相应地,包括西方发达国家在内,工业经济时代形成的引智模式已然滞后。我国亟须顺应大数据时代国际人才流向与流量变化的历史契机,系统厘清国际人才大数据的形成与运行机理,顺应国际人才在大数据时代渐次呈现的新内涵与新特征,积极探索运用大数据、云计算等最新的信息技术手段柔性集聚国际人才资源的有效路径。
The internationalized social network sites(SNS)for working professionals have directly driven the cross-border mobility and transactions of the data of international talents,while the emerging big data of international talents has profoundly transformed the way of international talent flow and convergence,transformed the coupling mode and mechanism between talent pooling and industrial agglomeration,and thereby transformed the rules of the market operation and trading methods of international talents.Correspondingly,including those developed countries in the West,the model of attracting international talent formed in the era of industrial economy has already lagged behind.It is quite urgent that China needs to seize the opportunity during the historical turning point of the changing international talent flow and traffic in the era of big data,to systematically figuring out the formation and operation mechanism of the big data of international talents,to conform to the new connotation and features of international talent that are growingly prominent,to actively explore the application of the latest information technologies,such as big data and cloud computing,in order to flexibly gather the effective path of international human resources.
