摘要
要在国际人才竞争中取得优势,适合中国实际的制度设计尤为重要。构建中国特色引进外国人才制度体系,需要将国内需求作为外国人才引进的导向,按照时间维度设计渐次递进的制度层次,依法定规范确定人才引进当事人的职责,基于信息技术构筑外国人才引进平台。
To gain advantages in the competition of international talents,it is important to design a system suitable for China.To build a system introducing foreign talents with Chinese characteristics,it is required to design a gradually progressive system by time and based on domestic demands,set down the responsibilities of the introducers in mandatory rules and build an introduction platform by using the information technology.
