官民之间:宋代对县及知县资序的重视

The Study on the Attention Paid to the County and County Magistrate Qualification Between the Officials and Civilians in Song Dynasty

县作为构成统一国家的基层行政单位,对整个王朝统治的稳固具有重要的影响作用。作为中央权力的基层代言者,县官是地方各项事务的实际负责人,上承政令,下理民事,对地方的稳定发展以及中央能否对地方实行有效管治均负有莫大的责任。作为亲民官,地方上的大小事务县官无所不管,在执掌地方的过程中相应地能够积累治理经验。因而,知县资序在宋代官员磨勘铨选中被再三强调,成为转任升迁的必要前提。

County,as the basic administrative unit of a single state,has an important influence on the stability of the whole dynasty.County magistrate,as the grass-roots representative of central power,is the virtual head of the local activities who has great responsibility for the stable development of the local area and the effective governance of the central government.A county magistrate deals with local affairs and accumulates governance experience in the process of his ruling.Therefore,the county magistrate qualification was repeatedly emphasized and became a necessary precondition in the promotion of officials in Song Dynasty.
