甘肃藏区民族乡发展现状调查与对策研究

Investigation and Countermeasures of Ethnic Township Development in Tibetan Area of Gansu Province

在当代,民族乡发展相对落后,贫困问题突出,各项政策和乡镇建设工作"一刀切"式的实施弱化了民族乡特色,民族文化逐渐减弱。加之城镇化进程不断加速与低基础、低水平的发展存在矛盾,撤乡设镇后原有民族乡优惠政策的延续性也存在问题。现实情况中这些更加复杂的问题和矛盾对我们提出了进一步探讨研究民族乡发展和民族乡政策实施的途径和措施的客观要求。聚居着藏族、回族、土族、汉族的甘肃藏区民族乡,信仰和文化、生活习惯和经济发展类型都比较典型,具有多样多元的特点,以这些地区为研究对象,对民族乡发展的现状进行调研,结合"乡村振兴"战略,针对其现实存在的具体问题和今后的发展方向提出对策建议。

In contemporary,the development of ethnic townships is relatively backward,and the problems of poverty are outstanding.The“one size fits all”implementation of policies and township construction have weakened the characteristics of ethnic townships as well as the national culture.In addition,the process of urbanization is speeding up,which is in contradiction with low-level development.Problems exist in the continuity of preferential policies of the original ethnic townships after the evacuation of the township.All these problems and contradictions urge us to further probe into the ways and measures to study the development of ethnic townships and the implementation of national township policies.The ethnic townships in Gansu Tibetan area inhabited by Tibetan,Hui,Tu and Han nationalities,are typical of their beliefs and cultures,habits of life and economic development,and are characterized by diversity.Taking these areas as the research object,this paper investigates the current situation of the development of ethnic townships,combines with the strategy of“Rural Revitalization”,and puts forward some countermeasures and suggestions in view of the existing problems and future development.
