社会中医养生保健机构规范化管理的实践——以上海市浦东新区中医药协会会员管理模式为例

以上海市浦东新区中医药协会会员管理模式为例,分析上海市浦东新区社会中医养生保健机构规范化管理模式的实践现状,探讨该模式对社会中医养生保健机构规范化管理的借鉴意义与改进办法。浦东新区中医药协会采取的会员管理模式由准入、监督、退出3个环节组成,并引入星级评审对社会中医养生保健机构进行准入、监督和退出环节的监管,在准入(人员配置、厂房规模、设备配置、从业人员资格、执业登记、服务项目)、监督(人员培训、诊疗行为)、退出(服务安全、违规与违法行为)环节的实践均取得显著成效,在退出(服务费用,服务范围)方面稍显不足。浦东新区中医药协会会员管理模式在建立准入审查标准,完善监督机制方面为其他同行开展社会中医养生保健机构规范化管理提供了借鉴。针对浦东新区中医药协会会员管理模式退出环节核心要素涵盖不全的缺点,提出了构建服务费用退出体系、明确服务范围和完善服务规范的改进建议。

It takes management model of traditional Chinese medicine(TCM) academician in Pudong New Area as an example,analyzes the practice situation of standardized management model of TCM healthcare institutions in Pudong New Area,explores reference significance and improving measures of that mode to the standardized management model of TCM healthcare institutions. The TCM association adopts three links member management model which are composed by access,supervision and exit,and introduce star rating to supervise access,supervision and exit of social TCM healthcare institutions. All practice links of access(personnel allocation,plant scale,equipment allocation,employee qualification,practice register and services),supervision(personnel training,diagnosis and treatment behavior),exit(service security,irregularities and illegal) achieve remarkable effect,but the exit(service fees and service scope) is slightly shortfalls. The management model of TCM academician in Pudong New Area provides reference on establishing admittance examination standard and perfecting supervision mechanism for other peer. It puts forward that to build service fee exit system,clear-cut service scope and perfect service standard which aims to the shortage of defective key element in exit link of management model of TCM academician in Pudong New Area.
