日本校园欺凌预防对策的新近发展及启示

The Latest Development and Enlightenment of Campus Bullying Prevention Measures in Japan

为了提高校园欺凌预防效果,近几年来,日本文部科学省深入推进校园欺凌法制的实施,采取了诸多对策:制定校园欺凌重大事态调查指南,完善欺凌事件的调查规则;出台欺凌自杀预防措施,预防学生因遭受欺凌而选择自杀;确立SNS系统欺凌咨询体制,为学生提供多样化咨询手段。中国也面临着校园欺凌严重化问题,在制度构建和完善方面,日本的经验有一定借鉴意义。

In order to improve the effect of preventing campus bullying, in recent years, Japan’s Ministry of Education and Science(MEXT) has promoted the implementation of the school bullying law and adopted many measures. Major incidents emergency investigation guidelines, improve rules for bullying investigation;introduce suicide prevention measures to prevent the choice of suicide after being bullied;the establishment of SNS bullying counseling system, provide a variety of counseling methods. Facing the serious problem of campus bullying, Japan’s experience can be used for reference in establishing and improving the system in China.
