摘要
我国已逐渐步入专利行业的黄金发展时期,专利申请数量逐年攀升,但专利质量问题仍然是我们面临的一项巨大的挑战。本文针对专利质量评价这一热点问题,分析既有的专利质量评价指标体系的3大缺陷,提出一种新的评价指标体系,并提出运用模糊综合评价法对专利质量评价问题进行建模求解,旨在反映我国在专利指标研究方面的基本情况和特点,以期对我国专利指标研究的发展有所启示和促进。
The patent industry has gradually entered into its prime time for development in China.The number of patent applications rises year by year,while the quality of patents is still a great challenge for us.Aiming at the problem of quality evaluation of the patent,this paper proposes a new evaluation index system,based on analyzing three disadvantages of the existing evaluation index system of quality evaluation of the patent.Then we propose a fuzzy comprehensive evaluation method to model and solve this problem.The purpose of this paper is to enrich the basic situation and characteristic of the current evaluation index system of patent quality,and to accelerate the research of this field.
