党的十八大以来,我国产业工人队伍建设取得了巨大进展,但其中仍然存在技术工人技能形成缺少顶层设计、职业发展通道不畅等问题,技能人才总量、结构和职业技能素质还不能满足国民经济和社会发展的新形势。因此,加强技能人才建设、壮大技能人才队伍,打造一支高素质的产业工人队伍,已经成为当前我国在经济全球化、新一轮科技革命和产业变革中,顺利实现"两个一百年"奋斗目标和中华民族伟大复兴的一项重要战略任务。
