新时代中国国家治理现代化的整体性探析——基于“关系性论题”的视角

A Holistic View of China's National Governance Modernization in the New Era——From the Perspective of “Relational Issues”

解决中国国家治理现代化研究中存在片面化和碎片化的问题,需要以关系性思维为基础,从主体性关系、客体性关系、过程性关系、效果性关系等基本关系性论题的角度理解和研究国家治理现代化。具体而言,在治理主体日益增多而呈现广泛性的情况下加强党的集中统一领导,以维护党中央权威为处理主体性关系的基本遵循;在治理范围、领域、内容等愈发呈现复杂性和全面性的现实中首先处理好主要矛盾,以解决新时代社会主要矛盾为抓手;在治理过程的互动性、包容性和开放性不断凸显的情况下,坚持以人民为中心的价值标准与实践导向;在多元化治理量化指标的评价性挑战面前,能够做到充分尊重差异性关系,从总体上考量国家治理的现代化水平。

Under the background of the new era,there are still problems of one-side and fragmentation in the constantly enriched research on the modernization of national governance. It is necessary to understand and study the modernization of national governance from the perspective of four basic relational topics:subjectivity, objectivity,process and effect. This is embodied in the following aspects:strengthening the centralized and unified leadership of the party in the context of the increasing number of governance subjects and their universality, and following the basic principle of handling the subjectivity relationship in order to maintain the authority of the party central committee;in the reality of increasing complexity and comprehensiveness of the scope,field and content of governance,the main contradiction should be dealt with first,so as to solve the main contradiction of the society in the new era;under the premise of the dynamic evolution of governance,the concrete operation and the development and change which is more and more interactive,inclusive and open,we should stick to the leadership of Marxism and follow the guidance of socialist political civilization and socialist core value system;in the face of the evaluation challenge of the integrated governance quantitative indicators,the differential relationship should be fully respected to prevent the rigidity of the national governance system.
