摘要
自2010年国家公务员局确立省级平时考核工作联系点以来,各地公务员平时考核初步形成了具有共性特征的考核模式,这一模式的必要性、科学性、有效性对平时考核的全面推行和可持续发展具有决定性意义。本文通过对平时考核试点地区、机关和公务员的座谈、访谈和问卷调查,综合运用绩效管理理论和政策分析,对现行平时考核的基本方式和效果等进行了评估,针对实践问题提出了相应的对策建议,为全面推行平时考核的时机选择、完善全面推行条件提供参考。
Since the State Administration of Civil Service established the provincial-level contact points for general assessment work in 2010, the general assessment of civil servants has basically formed an assessment model with common characteristics. The necessity, soundness, and effectiveness of this model are of decisive significance for the full implementation and sustainable development of the general assessment. This paper evaluates the basic methods and effects of the current general assessment, and proposes corresponding countermeasures for practical problems by means of conducting seminar, interviews, and questionnaire surveys with pilot general assessment regions, organs, and civil servants using performance management theory and policy analysis. This paper provides a reference for the timing of the full implementation of usual assessment and the conditions for full implementation.
