摘要
促进人才合理流动是有效解决人才供求矛盾,优化人才配置,提高人才使用效率的重要途径。解决机关企事业单位及社会人才流动的问题,应该究其问题根源,并从人事制度的角度来统筹考虑影响人才合理流动的因素,立足不同部门人才的进出渠道,提高人才流动的开放性,畅通流动渠道,降低流动风险,健全有利人才流动的制度保障体系。
Promoting the rational flow of talents is the fundamental way to solve the contradiction between supply and demand of talents, optimize talents allocation and boost the efficiency of talent use. To solve the problem of the flow of personnel from government bodies, enterprises, public institutions and social talents, it is necessary to explore the root causes of the problems, and take into account the factors affecting the rational flow of talents from the perspective of personnel system. Based on the channels of entry and exit of talents in different departments, it is necessary to improve the openness of talent flow, aid the flow channels, reduce mobility risks, and improve the institutional guarantee system that facilitates the flow of talents.
