乡村振兴视域下村霸问题治理研究

The Governance of Village Bully from the Perspective of Rural Revitalization

村霸问题是近年来社会急剧转型背景下出现的乡村治理痼疾,村霸的广泛存在不仅降低了乡村治理效能,败坏了社会风气,其经济活动亦会对农民财产安全、农村产业现代化以及乡村自然环境造成严重危害。新形势下,推进乡村振兴战略贯彻实施,对村霸进行精准治理,必须规范乡村权力运行机制、创新乡村治理体系,减少现有村霸存量;以建立乡村法治秩序、构筑立体式基层监督格局,抑制村霸增量。通过乡村内生型自治主体的培育,强化对村霸的内部约束,弥补国家运动式治理的不足,实现正本清源、标本兼治。

The problem of village bully is a chronic disease of rural governance in the context of rapid social transformation in recent years. The long-term and widespread existence of village bully not only reduces the efficiency of rural governance, but also destroys the social atmosphere. Its economic activities will also cause serious harm to the property safety of farmers, the modernization of rural industries and the rural natural environment. Under the new situation, in order to carry out the strategy of rural revitalization and administer the bully accurately, we must standardize the operation mechanism of rural power, innovate the rural governance system, reduce the existing stock of the bully, establish the rule of law in rural areas, construct a three-dimensional pattern of grassroots supervision, and restrain the increase of the bully. Through the cultivation of rural endogenous autonomous subjects, strengthening the internal constraints on the village bully, making up for the shortcomings of the state’s campaign-style governance, to achieve the root and root causes of both.
