摘要
通过对2017年"蓝鲸游戏"事件治理的案例研究发现,目前我国网络公共危机治理呈现出政府、企业、公民等多元主体共同参与、合作互动的网络化特征,治理效果较为明显,但仍然缺乏系统的网络化治理机制,且多元主体参与的网络化程度较低,存在合作互动渠道少,积极性较低等问题。以此为基础,未来应从明确治理主体及其责任、创建网络化互动渠道、构建配套的激励机制等方面入手,构建网络公共危机治理的网络化机制模型。
The governance of the “Blue Whale” game in 2017 showed that our network governance mechanism, in spite of its obvious achievements, still lacked systematic management, with lower participation of multi-subjects, less cooperation and interaction channels and less motivated subjects. Based on the existing problems, the paper analyzes the current cyber public crisis governance (the composition of the governance subjects and their respective responsibilities, and the interaction between the subjects) and tries to construct a network mechanism mode for the cyber public crisis governance from the perspective of subject responsibilities, interaction channels and incentive mechanism.
