摘要 企业人力资源管理的"动态性"要求企业人力资源必须拥有追求卓越、永远求新的内在提升的不竭能力;"能力"要求企业基于战略管理需要,对企业内部与外部的资源、技术等进行整合及重构,以满足环境变化给企业带来的关键能力的掌握。构建指标体系时应遵循整体性原则、有效性原则、动态性原则、操作性原则、针对性原则、量化性原则。构建流程包括收集文献资料、德尔菲法征询、两法对比分析、确定评价指标等四个步骤。指标体系由4个一级指标与20个二级指标组成,评价结果则划分为"很好""较好""一般""较差""很差"等五个等次。 The “Dynamic” of enterprise human resource management is required to adapt to the changing market needs.To enhance inherent ascension,enterprise human resource management must have the inexhaustible capability of pursuing excellence and always innovating.Preparing to grasp the key capabilities brought by environmental changes,“Capability” requires enterprises to carry out integration and reconstruction of the enterprises5 internal and external resources and technologies based on the strategic management needs.The construction of index system should follow the principle of integrity,validity,dynamic,operational,relevance and quantification.The construction process includes the following four steps:collecting literature,consulting with Delphi,contrastive analysis of two methods,and determining evaluation index.There are 4 first-level indexes and 20 second-level indexes,and the evaluation results are divided into “very good”,“good”,“fair”,“poor”,“very poor” five levels.
