民族地区破解“深度贫困”产业融合路径研究——以广西南丹县为例

Research on the path of industrial integration of “Cracking Deep Poverty” in Minority Areas——A Case Study in Nandan County of Guangxi

基于2017年广西南丹县脱贫摘帽综合状况,对民族地区破解"深度贫困"产业融合发展的地方性实践进行了实证分析。从顶层设计到基层实践,民族地区采用三业融合、旅游产业扶贫、三产融合发展方式,通过乡村振兴战略与脱贫攻坚有机衔接、"扶贫+扶志+扶智"相结合、坚持发展特色产业、注重人才队伍建设等多措并举,助推精准脱贫事业重大发展。

Based on the comprehensive situation of poverty alleviation in Nandan County in 2017,this paper conducts an empirical analysis on the local practice of"solving deep poverty"in ethnic minority areas.From the top-level policy making to the grass-roots implement,the targeted poverty alleviation in the ethnic minority areas has been actually promoted by measures such as the integration of the primary,the secondary and the tertiary industries,especially tourist industry,the combination of rural revitalization strategy and poverty alleviation,the combination of poverty alleviation and encouragement of aspiration and intelligence,the development of the characteristic industries,the construction of the qualified personnel and the bottom-line support of the poverty alleviation and so on.
