摘要
"宝汉社区"积累了完善"三项机制"打造"两支队伍"搭建"三大平台"等成功社区治理经验;新时期社区治理出现了国际移民组织管理适应难、共享数据平台缺失、多元流动人口服务管理制度设计不完善、社区服务投入不足、来华外国二代民族识别等问题;需要通过依法管理与人性化管理相结合,注重资源整合与优势互补,消除文化差异与误解,形成常态化的工作联动机制,促进社区经济与服务管理工作的双向互动等路径来克服新时期多元流动人口城市聚居社区治理出现的问题。
The "Baohan Community" in Guangzhou City has accumulated experience of successful community governance which can be summarized with the perfection of "three mechanisms", the establishment of "two teams", and the construction of "three platforms", etc.. In the new era, the community is faced with new problems such as difficult adaptation of IOM management, lack of shared data platform, imperfect design of service and management system for pluralistic population, insufficient investment in community services, identification difficulty of second-generation foreign populations in China, etc.. To solve the problems of governance of urban pluralistic populated community in the new era, we need to take the following paths of combining legal management with humanized management, focusing on resource integration and advantages complement, bridging cultural gaps, eliminating misunderstandings, forming a normalized working linkage mechanism, and promoting two-way interaction between community economy and service management.
