知识产权保护对地区创新的影响路径研究——基于FDI视角

Research on the Influence Path of Intellectual Property Protection on Regional Innovation——Based on the Perspective of FDI

知识产权对地区创新的影响途径多种多样,目前中国主要通过引进发达国家FDI来模仿吸收先进技术。知识产权作为一种制度,对FDI的引入和技术的模仿吸收产生显著影响,进而影响地区创新。为探讨知识产权如何通过影响FDI进而影响地区创新,本文利用全国21个省的省级面板数据,通过建立计量模型,来研究知识产权如何通过FDI影响地区的创新能力。结果发现,(1)知识产权保护对我国地区创新有负向影响,知识产权保护越严格,地区创新能力越弱;(2)知识产权保护通过FDI对地区创新产生显著影响。知识产权保护越严苛,FDI流入对地区创新能力的抑制越强;(3)知识产权保护能影响FDI流入,知识产权保护越严苛,FDI流入越多,而FDI无法影响知识产权保护强度。因此,知识产权对地区创新产生负向影响,主要原因是强知识产权保护一方面促进FDI流入,另一方面给予外商一定的垄断权,提高我国企业对FDI携带技术的模仿成本。

The influence ways of intellectual property rights to regional innovation is varied.At present,China mainly imitates and absorbs advanced technologies by introducing FDI from developed countries.As a kind of system,intellectual property has a significant impact on both the introduction of FDI and the imitation and absorption of technologies,which in turn affects regional innovation.In order to explore how intellectual property influence regional innovation by affecting FDI,this paper uses the panel data from 21 provinces to establish an econometric model to study how intellectual property can influence regional innovation capabilities through FDI.The results show that(1)intellectual property protection has a negative impact on regional innovation in China,the stricter intellectual property protection,the weaker regional innovation capability;(2)intellectual property protection has a significant impact on regional innovation through FDI.The more stringent intellectual property protection,the stronger the suppression of FDI inflows to regional innovation capabilities;(3)Intellectual property protection can affect FDI inflows,the more stringent intellectual property protection,the more FDI inflows,and FDI cannot affect the intensity of intellectual property protection.Therefore,intellectual property rights have a negative impact on regional innovation.The main reason is that strong intellectual property rights protection promotes FDI inflow on one hand,and gives foreign investors a certain monopoly power on the other hand,and raises the imitation cost of domestic enterprises.
