从贿选看我国选举制度的完善

贿选在破坏我国人大制度的同时,也反映出了选举制度所存在的问题。究其缘由,中国历史上捐官制度设计渊源、利益的驱使等是贿选发生的一般原因,而选举制度本身的不足及选举监督惩罚不力则是贿选发生的主要原因。完善我国的选举制度,需建立专门独立的选举主持机构与专职代表制度,在差额选举基础上引入竞选机制,扩大直接选举范围,有条件地限定候选人资格并保障社会流动人口的选举权利,同时还需完善选举保障监督机制,加大对贿选的惩罚力度。

The reason is that the design of the donor system in Chinese history, the driving of interests, etc. are the general reasons for the occurrence of bribery, and the lack of the electoral system itself and the ineffective punishment of election supervision are the main reasons for bribery. To improve Chinese electoral system, it is necessary to establish a special independent electoral presiding agency and full-time representative system, to introduce an election mechanism on the basis of differential elections, to expand the scope of direct elections, to qualify candidates conditionally and guarantee the voting rights of social migrants. It is also necessary to improve the electoral security supervision mechanism and increase the punishment for bribery.
