基于生态经济价值的流域横向生态补偿标准研究

On the Transverse Ecological Compensation Standard of River Basins based on Ecological-economic Value

流域生态补偿标准的界定涉及到经济学领域的诸多内容,而横向生态补偿更需要一个相对统一、可量化的标准。目前流域横向生态补偿标准多在定性范围内分析,定量方面的研究较少,其主要原因是量化标准难以确定,不利于补偿方与受偿方之间有效协商。基于流域生态经济价值模型,结合横向生态补偿的模式,提供了一种量化流域横向生态补偿标准的思路。

In the determination of the ecological compensation standard of river basins,various aspects of the economics are involved.A relatively unified and quantifiable standard is even crucial for the transverse ecological compensation.Current researches on the transverse ecological compensation standard are mainly of qualitative analysis.While few quantitative studies are found because of the difficulty in the standard quantification,resulting in the ineffective negotiation between the compensating party and the compensated party.Based on the ecological-economic value model for river basins,a quantitative idea for the transverse ecological compensation standard is proposed.
