新时期山东省农民工市民化的趋势、问题及对策

Research on the Trend,Problems and Countermeasures of Migrant Workers’ Citizenization in Shandong Province in the New Era

党的十八大以来,中国农民工市民化的顶层设计基本完成,国家和山东省的配套政策不断完善,但在新型城镇化发展的新时期,山东省农民工市民化还存在一些实践性问题。本文立足近年山东省农民工就业流动的新特点、新趋势,结合调查问卷数据,分析了农民工市民化进程中农民务工技能培训、户籍制度改革、基本公共服务均等化、市民化成本分担机制等领域存在的问题,认为新时期应从提升农民就业创业能力、深化户籍制度改革、推进公共服务均等化以及落实“人地钱”挂钩制度等方面推进山东省农民工市民化进程。

The top-level system design of citizenship of migrant has been basically completed since the 18th National Congress.And national and Shandong supporting policies have been constantly improving simultaneously.There are still some practical problems of migrant workers'citizenization during the development of the new pattern of urbanization.Based on questionnaire survey data,the paper suggests the process of migrant workers citizenization should be pushed through improving peasants'entrepreneurial and professional ability,deepening household registration system reform,promoting equal access of basic public services,advancing citizenization cost sharing mechanism and implementing“peasant-land-money”policy,etc.
