The present essay demonstrates the strategic significance, practical value and path of forming a new pattern of all-directional opening pattern in constructing a modern economic system in the new era. To build a modern economic system, we must deepen integration into the world economic division by forming an all-directional opening pattern so as to acquire global resources, technology and knowledge, and to grasp technologies and knowledge related to the country's core competitiveness. To form a strong domestic market and to resort to the domestic needs to construct an independently controllable global value chain may be a prerequisite to accelerate a new round of industrialization of a new type. The essential point of the asymmetry and imbalance in China's opening up lies in the lack of internal opening, namely, insufficient internal reform. Therefore, openness shifting from industrial policy-oriented to competition policy-oriented is the vital and strategic option for the reform measures.
