摘要
洪涝灾害对人民群众生命财产安全有严重影响。分析了辽宁省农村基层防汛工作中暴露出的薄弱环节,介绍了辽宁中部平原区农村基层防汛预报预警体系建设项目中洪涝灾害易发区调查评价和自动监测系统、监测预警平台、群测群防体系、应急救援保障措施建设的主要内容,可为类似地区开展相关项目建设提供参考。
Flood and waterlogging disasters have serious impacts on safety of peoples'lives and properties.With an analysis on weak points of flood control in rural areas of Liaoning Province,key contents of forecasting and early-warning system in rural plain areas are introduced,covering investigation assessment,automatic monitoring system,early warning platform,public participation mechanism,emergency response and safeguarding system.The practice may provide a good example for similar projects in other areas of China.
