摘要
构建征收拆迁冲突案件的空间数据库,选择经济、政策、环境和文化方面的19个影响因子,基于空间自相关分析和地理加权回归模型(GWR)探究环杭州湾地区征收拆迁冲突的空间分异特征及驱动因素,为制定合理有效的征收拆迁政策提供科学依据。研究得到,环杭州湾地区征收拆迁冲突案件的Moran’s I指数为0.44、Z值为8.126,拆迁冲突点表现出空间上的集聚性,冲突点之间存在显著的空间自相关关系。征收拆迁点距离绿地公园的距离和年GDP变化率是环杭州湾地区征收拆迁冲突空间分异的主要影响因子。同一影响因子的不同空间位置对拆迁冲突表现出较大差异,征收拆迁冲突点距离绿地公园的距离对征收拆迁冲突呈负向影响,年GDP增长率对征收拆迁冲突呈正向影响。政府部门需要从"紧凑城市"发展视角,优化配置征收拆迁区域。并且从拆迁户的需求出发,兼顾环境正义性,公正合理的优化配置公共绿地资源制定合理有效的拆迁生态补偿政策,实现城市的可持续发展。
This research constructed a spatial database of house demolitions. Nineteen economic, political, environmental and cultural factors were investigated to reveal the spatial differentiation characteristics and influencing factors of house demolition conflict in the Hangzhou Bay area. The spatial distribution characteristics of house demolition conflict and spatial heterogeneity of its influencing factors were analyzed by using spatial autocorrelation and a geographically weighted regression model in the Hangzhou Bay area. Results demonstrated that the Moran’s I index of house demolition conflict was 0.44, and the Z value of significance test was 8.126. The GDP growth rates had a positive effect on house demolition conflicts in the Hangzhou Bay area, and accessibility to green space had a negative influence on house demolition conflicts. There was a significant positive spatial correlation in house demolition conflicts in the Hangzhou Bay area. Accessibility to green space was the most important factor influencing house demolition conflict. Many suggestions were put forward to realize contemporary social stability and development and improve the credibility of the government.
