PPP(Public Private Partnership)模式因其在融资、管理、市场培育等方面所具有的独特优势而在国际、国内相关事务中得到日益广泛的应用。发达国家在国际发展援助中同样尝试通过PPP模式将私营资本引入,力图以此提升援助效率,改善援助效果。PPP模式在国际发展援助事务中具有独特优势,如推动援助主体和援助资源的扩展、发挥私营资本的比较优势提升援助效率、创新援助方式和路径等。但同时也存在明显不足,如伙伴关系尚未充分建立、易滋生援助腐败、可能导致市场准入障碍和不公平竞争等负面影响。PPP模式在未来的国际发展援助领域具有广泛的应用前景,对国际发展援助机制、模式的改革创新也具有重要意义。

Because of its unique advantages in financing,management,market cultivation and other aspects,the PPP(Public Private Partnership)model has been widely applied in both international and domestic businesses.Developed countries have also endeavored to introduce private capital into international development cooperation through the PPP model,and thus to improve aid efficiency and effectiveness.The PPP model has distinct advantages in international development assistance such as expanding aid resources,pushing the comparative advantage of private capital to improve aid efficiency,and innovating ways of assistance and pathways.However,it also has obvious deficiencies such as an insufficiently developed partnership,dangers of corruption,market access barriers,unfair competition and other negative effects.The PPP model has a promise of wide application in international development cooperation and has important reference significance for the reform and innovation of China’s foreign aid.
