Thoughts on the Connotation and Key Measures of Integrating Health Services

简要阐述了整合卫生服务的内涵,明确了其总体架构。通过现场调研及二手资料收集,分析、总结了浙江德清等典型试点地区的实践探索,提炼出4个关键举措——政府部门统筹合作机制、医疗卫生机构分工协作机制、医保支付激励约束机制、绩效考核目标导向机制。对照整合的最终目标,提出了从中观、微观层面进一步完善整合卫生服务体系的政策建议。

The connotation of integrated health services is briefly described and its overall structure is clarified. Through on-the-spot investigation and second-hand data collection,the paper analyzed and summarized the practical exploration of typical pilot areas such as Zhejiang Deqing, and extracts four key measures:government department coordination cooperation mechanism, medical and health institution division of labor cooperation mechanism,medical insurance payment incentive mechanism,performance assessment target-oriented mechanism. Based on the final goal of integration,the policy recommendations for further improving the integrated health service system from the meso and micro levels were proposed.
