Pay Attention to the Social Attributes of Real Estate Policy——China's real estate market and policy in the eyes of overseas scholars

房地产属于社会领域而非经济领域,如果一定要将其视为经济领域,也是社会属性极强的经济领域。在解决居民住房问题上,新加坡政府的成绩得到了国际社会的高度认可。新加坡成立建屋发展局,通过政府主导落实组屋政策这一基本国策,与时俱进满足人民住房需求,并以组屋为平台提供公共服务,进行国家管理,做好社会建设。组屋政策实现了"居者有其屋",让每一位公民成为新加坡的利益相关者,塑造了新加坡国民强烈的国家认同。反观中国的房地产领域,其中的诸多怪象已远非经济规律能解释。政府务必承担起社会责任,向古今中外成功解决住房问题的国家学习,并结合中国实际,通过渐进式改革挤压房地产泡沫,重现房地产政策的社会属性。

Real estate is a social field rather than an economic field.If it is necessary to regard it as an economic field,it is also an economic field with strong social attributes.The Singapore government’s achievements have been highly recognized by the international community in solving the problem of housing.Singapore establishes the Housing Development Board and adopts the government’s basic policy of implementing the HDB policy,keeping pace with the times to meet the housing needs of the people,providing public services on the basis of HDB,conducting state management and doing social construction.The HDB policy has achieved“home ownership”,making every citizen a Singaporean stakeholder and shaping the strong national identity of Singaporean nationals.In contrast to China’s real estate sector,many of these geeks are far from being explained by economic laws.The government must assume social responsibility,learn from countries that have successfully solved housing problems in ancient and modern China and foreign countries,and combine the reality of China to squeeze the real estate bubble through gradual reforms and reproduce the social attributes of real estate policies.
